Why not take take this opportunity to set an age limit that moves forward each year instead ? Why pick on 1983 as the cutoff date?

So then while it’s parked, it’s not exempt? That’s quite a catch, since there aren’t many who will smog a car while it’s moving.

Yeah... a rolling exception for anything over 35 years old...
Whether that’s reasonable or not is a subject of debate. But it seems like an improvement over the current situation.

The Original bill was supposed to be rolling too, but that hasn’t happened in a very long time.
